Caesar's Meme

Challenge:

As is only little known, the ancient Romans invented the memes.

Solution:

Based on the challenge title I assumed the text in the included image was encrypted with the Caesar Cipher, aka a "shift cipher". I entered the ciphertext into a [ROT-13 operation] on CyberChef and adjusted the shift value until it produced valid plaintext (-3 or +23):
