Solution:

The string in the challenge description appeared to be a transposition cipher due to all the letters in the word "flag", as well as both brackets "{}", being present. The challenge title, and image, gave us a hunch that the Rail Fence Cipher might have been used.

We used the Rail Fence Cipher Decode operation in CyberChef and manually tested various values for the key and offset. The flag was revealed with the settings: Key=4 Offset=2.
